  "text": "(This note is not part of the Order)\nThis Order provides for the grant of exemptions to the Strategic Rail Authority (“the Authority”) and its wholly owned subsidiaries from the requirement in section 6 of the Railways Act 1993 to be authorised by licence to be the operator of any railway asset. These exemptions may be revoked by not less than one month’s notice given by the Secretary of State to that Authority.",
