The Secretary of State for Education and Skills makes the following Regulations, in exercise of the powers conferred by sections 24(6) and 47 of the Higher Education Act 2004f1.
In accordance with section 26(2)(a)(i) and (b)(i) of that Act he is satisfied that the increases to the basic and higher amounts are no greater than are required to maintain the value of those amounts in real terms.
In accordance with section 26(3) of that Act he has had regard to the index of prices specified in regulations made by him under that subsectionf2.
