  "text": "A person who—\n(a) is—\n(i) a United Kingdom national, or\n(ii) an EU national with a right of residence in Gibraltar arising under the EU withdrawal agreement,\n(b) is ordinarily resident in Gibraltar,\n(c) is undertaking a course in Scotland,\n(d) has been ordinarily resident in the territory comprising the United Kingdom and Islands, Gibraltar, the European Economic Area and Switzerland throughout the period of 3 years immediately preceding the relevant date, and\n(e) is undertaking a course for which the relevant date is earlier than 31 July 2028.",
