  "heading": "Transitional provisions: prior obligations",
  "text": "(1) Where—\n(a) a person was named in Annex I to the EU Sudan Regulation immediately before the relevant date, and\n(b) the person is a designated person immediately before the relevant date,\nany reference in a provision mentioned in paragraph (3) to the date on which a person became a designated person is a reference to the original listing date.\n(2) Where, immediately before the relevant date, a person was named by the Security Council or the Committee for the purposes of paragraph 3(c) of resolution 1591, any reference in a provision mentioned in paragraph (3) to the date on which a person became a designated person is to be read as a reference to the date on which the person was so named.\n(3) The provisions referred to in paragraphs (1) and (2) are—\n(a) regulation 31(5) (finance: exceptions from prohibitions), and\n(b) paragraph 6A(b)(i) and 8(a) of Schedule 2 (Treasury licences: purposes).\n(4) In this regulation—\n“designated person” has the same meaning as it has in Part 3 (Finance);\n“original listing date” means—\n(a)where the person was named in Annex I to Council Regulation (EC) No 1184/2005 immediately before the repeal of that Regulation, the date on which that person was named in Annex I of that Regulation;\n(b)otherwise, the date on which the person was named in Annex I of the EU Sudan Regulation;\n“the relevant date” means—\n(a)where regulations under section 56 of the Act provide that Part 3 comes into force at a specified time on a day, that time on that day;\n(b)otherwise, the date on which Part 3 comes into force.",
