  "text": "The two immediately preceding Rules shall have effect in relation to any person becoming a civil servant in Scotland, or becoming employed in Scotland in service to the State in an unestablished capacity, as if the references therein to the 17th February, 1948, were references to the 2nd December, 1947.",
