The Secretary of State for Education and Science, with the consent of the Minister for the Civil Service, and the Minister of Housing and Local Government, acting jointly in exercise of the powers conferred on them by sections 2 and 15 of the Superannuation (Miscellaneous Provisions) Act 1948, as amended by section 11 of the Superannuation (Miscellaneous Provisions) Act 1967 and as read with the Minister for the Civil Service Order 1968^f1. hereby make the following Rules:—
