They substitute for the average temperature of minus 1.5 degrees Celsius a temperature of 0 degrees Celsius; and for the purposes of a claim made under regulation 26A in respect of a period of 7 days ending on 25th January 1987, they provide for the average temperature to be treated as equal to minus 1.5 degrees Celsius.",
