  "text": "WATER, SCOTLAND\nMade 27th January 1998\nLaid before Parliament 10th March 1998\nComing into force 1st April 1998\nThe Secretary of State, in exercise of the powers conferred on him by sections 30B and 104(1) of the Control of Pollution Act 1974, and being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures relating to the prevention, reduction and elimination of pollution of water, in exercise of the powers conferred on him by that section, hereby makes the following Regulations:",
