  "text": "WATER, SCOTLAND\nMade 9th October 1997\nLaid before Parliament 28th October 1997\nComing into force 18th November 1997\nThe Secretary of State, in exercise of the powers conferred on him by sections 30B and 104(1) of the Control of Pollution Act 1974, and, being a Minister designated for the purpose of section 2(2) of the European Communities Act 1972 in relation to measures relating to the prevention, reduction and elimination of pollution of water, in exercise of the powers conferred on him by that section, hereby makes the following Regulations:",
