  "text": "(1) This Order, with the exception of articles 5 and 6, comes into force—\n(a) for the purpose of proceedings preliminary or relating to the elections of councillors for county electoral divisions, on 15th October 2012;\n(b) for all other purposes, on the ordinary day of election of councillors in 2013.\n(2) Articles 5 and 6 come into force—\n(a) for the purpose of proceedings preliminary or relating to the elections of parish councillors, on 15th October 2014:\n(b) for all other purposes, on the ordinary day of election of councillors in 2015.",
