  "text": "In this Order—\n“the 1972 Act” means the Local Government Act 1972;\n“the 1989 Act” means the Local Government and Housing Act 1989;\n“the 2000 Act” means the Local Government Act 2000;\n“the 2007 Act” means the Local Government and Public Involvement in Health Act 2007;\n“the 2011 Act” means the Localism Act 2011;\n“the 2024 Order” means the Surrey (Electoral Changes) Order 2024;\n“2026 election” means an election required by article 47(1)(a) or 49(1)(a) to be held in 2026;\n“the 2026 election day” means the ordinary day of election of councillors in 2026;\n“the article 11 functions” means the functions referred to in article 11;\n“the article 6 functions” means the functions referred to in article 6;\n“the article 7 functions” means the functions referred to in article 7;\n“the county council” means the council of the county of Surrey;\n“East Surrey Council” means the district council to be established by article 4(2);\n“the East Surrey councils” means Elmbridge Borough Council, Epsom and Ewell Borough Council, Mole Valley District Council, Reigate and Banstead Borough Council and Tandridge District Council;\n“the East Surrey districts” means the districts of Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead and Tandridge;\n“the East Surrey Joint Committee” is the committee to be established by article 8(1);\n“the East Surrey shadow authority” has the meaning given in article 18;\n“the East Surrey shadow executive” has the meaning given in article 19(1);\n“the Implementation Team” means the team required to be formed under article 15(1);\n“ordinary day of election of councillors” has the meaning given by section 37 of the Representation of the People Act 1983;\n“the proper officer”, in relation to any purpose and any council, means the officer appointed for that purpose by that council;\n“shadow authority” means an authority (not being a local authority) that will become a local authority on 1st April 2027;\n“the shadow period” means the period beginning with the fourth day after the 2026 election day and ending immediately before 1st April 2027;\n“West Surrey Council” means the district council to be established by article 5(2);\n“the West Surrey councils” means Guildford Borough Council, Runnymede Borough Council, Spelthorne Borough Council, Surrey Heath Borough Council, Waverley Borough Council and Woking Borough Council;\n“the West Surrey districts” means the districts of Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley and Woking;\n“the West Surrey Joint Committee” is the committee to be established by article 12(1);\n“the West Surrey shadow authority” has the meaning given in article 30;\n“the West Surrey shadow executive” has the meaning given in article 31(1).",
