  "text": "There is added to the functions of each of the East Surrey councils the function, which is exercisable only in the transitional period beginning on the coming into force of this Order and ending on the fourteenth day after the ordinary day of election of councillors in 2026, of preparing for and facilitating the economic, effective, efficient and timely transfer to East Surrey Council of its functions, property, rights and liabilities.",
