  "long_title": "This Order, made in accordance with section 58(2) of the Local Government Act 1972, gives effect to proposals of the Local Government Boundary Commission for Wales (“the Commission”), which reported in February 2010 and September 2011 on its reviews of community boundaries in the City and County of Swansea. The Commission’s report of February 2010 recommended changes to the existing boundaries of communities within the area of the City and County of Swansea and consequential changes to electoral arrangements. The Commission’s report dated September 2011 proposed that the boundary between the communities of Birchgrove and Clydach remain unchanged. This Order gives effect to the Commission’s recommendations in its 2010 report, except for the recommendation for the change to the boundary between the communities of Birchgrove and Clydach, and it gives effect to the recommendation in the 2011 report without modification.",
