  "heading": "On Questions respecting Assessments, &c. in which Commissioners concerned, they have no Voice.",
  "text": "And it is hereby enacted and declared That in case any controversie arise concerning the said Assesment or the dividing apportioning or payment thereof which concerns any the Commissioners by this Act appointed, that the Commissioners soe concerned in the said Controversie shall have noe voice but shall withdraw at the time of the debate of any such controversie untill it be determined by the rest of the Commissioners.",
