Provided alwayes That nothing in this Act contained shall be construed to Alter Change Determine or make Void any Contracts Covenants or Agreements whatsoever betweene Landlord and Tennant or any other Persons touching the Payment of Taxes and Assessments Any thing herein before mentioned to the contrary notwithstanding
