  "text": "And be it further enacted by the authority aforesaid That from and after the Sixth day of April One thousand six hundred ninety and three no person be admitted to swear to a Debenture for any Duties to be drawn back vpon reexportation but he who is the true Exporter as being either interessed in the propriety and hazard of the Goods on the exportation or as being employed by commission is concerned in the direction of the Voyage so as to be able to judge that the Goods are really and bona fide exported and not landed nor intended to be re-landed in the Kingdom of England Dominion of Wales or Towne of Berwick upon Tweed.",
