  "text": "(1) In this Order—\n“authority” means a local education authority;\n“graduate teacher” means an unqualified teacher who—\n(a) has been granted an authorisation under Part II of Schedule 2 to the Education (Teachers' Qualifications and Health Standards) (England) Regulations 1999, or\n(b) participates in a training programme referred to in paragraph 9 of Schedule 3 to those Regulations; and\n“school which has a delegated budget” means a school which has a delegated budget within the meaning of Part II of the School Standards and Framework Act 1998.\n(2) In this Order, a reference to employing a graduate teacher includes engaging a graduate teacher to provide his services as a teacher otherwise than under a contract of employment.",
