  "heading": "Compulsory registration with the General Teaching Council for Wales",
  "text": "(1) Subject to paragraph (2), no person who is a qualified teacher shall be employed as a teacher at a school in Wales unless that person is registered in accordance with section 3 of the Teaching and Higher Education Act 1998, by the General Teaching Council for Wales.\n(2) Paragraph (1) does not apply in relation to a person employed as a teacher at a school if that person is employed solely in the provision of –\n(a) part-time education to persons over compulsory school age only; or\n(b) full-time education to persons who have attained the age of 19 years only; or\n(c) both such part-time and full-time education.\n(3) In this regulation —\n(a) “qualified teacher” has the same meaning as in section 218(2) of the Education Reform Act 1988;\n(b) references to a person employed as a teacher include references to a person who is engaged to provide his or her services as a teacher otherwise than under a contract of employment; and\n(c) references to a school are references:\n(i) to a school maintained by a local education authority within the meaning of section 142(1) of the School Standards and Framework Act 1998; or\n(ii) to a special school within the meaning of section 337(1) of the Education Act 1996 which is not so maintained.",
