  "text": "EDUCATION, ENGLAND AND WALES\nMade 10th December 1990\nIn exercise of the powers conferred on the Secretary of State by section 6(2) of the Teachers' Pay and Conditions Act 1987, the Secretary of State for Education and Science hereby makes the following Order, a draft of which has been laid before Parliament pursuant to section 6(4) of that Act and approved by resolution of each House of Parliament:",
