  "text": "EDUCATION, ENGLAND AND WALES\nMade 12th April 1994\nLaid before Parliament 13th April 1994\nComing into force\nexcept for regulation 18 1st May 1994\nregulation 18 1st October 1994\nThe Secretary of State, in exercise of the powers conferred by sections 9 and 12 of the Superannuation Act 1972and Schedule 3 thereto, after consulting with representatives of the local education authorities, teachers and other persons likely to be affected in accordance with section 9(5) of that Act, and with the consent of the Treasury, hereby makes the following Regulations:",
