  "text": "(1) A person guilty of an offence under regulation 2 shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.\n(2) A person guilty of an offence under regulation 3, or regulation 4(2) or (3) shall be liable—\n(a) on conviction on indictment, to a fine or imprisonment for a term not exceeding two years, or to both; or\n(b) on summary conviction to a fine not exceeding level 5 on the standard scale or to imprisonment for a term not exceeding three months, or to both.",
