  "text": "TELECOMMUNICATIONS\nMade 9th December 1997\nLaid before Parliament 10th December 1997\nComing into force 31st December 1997\nThe Secretary of State, being a Minister designated in pursuance of section 2(2) of the European Communities Act 1972 in relation to measures relating to telecommunications, in exercise of the powers conferred on her by that section and of all other powers enabling her in that behalf, hereby makes the following Regulations:—",
