  "text": "TELECOMMUNICATIONS\nMade 24th September 1993\nLaid before Parliament 29th September 1993\nComing into force 20th October 1993\nThe Secretary of State, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in respect of measures relating to access to public telecommunication systems, in exercise of the powers conferred on him by that section and of all other powers enabling him in that behalf, hereby makes the following Regulations:—",
