  "text": "This Statutory Instrument has been made in consequence of minor defects in S.I. 1999/3449 and S.I. 2000/1711 and is being issued free of charge to all known recipients of those Statutory Instruments.\nTELECOMMUNICATIONS\nMade 11th July 2001\nLaid before Parliament 12th July 2001\nComing into force 13th August 2001\nThe Secretary of State, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in respect of measures relating to telecommunications, in the exercise of the powers conferred on her by that section, hereby makes the following Regulations:",
