  "heading": "Reviews of sections 1 to 13",
  "text": "(1) The Secretary of State must carry out reviews of the impact and effectiveness of sections 1 to 13.\n(2) After each review the Secretary of State must publish a report of the review and lay a copy before Parliament.\n(3) The reports must be published not more than 5 years apart.\n(4) The first report must be published within the period of 5 years beginning with the day on which this Act is passed.",
