  "text": "The following list specifies areas where quality-of-service indicators are required for relevant Licensees:\nsupply time for initial network connection,\nfault rate per connection,\nfault repair time,\ncall failure rates,\ndial tone delay,\ncall set up delay,\ntransmission quality statistics,\nresponse times for operator services,\nthe proportion of coin and card-operated public pay-telephones run by the Licensee (whether under the relevant Licence or under any other Licence granted under section 7 of the Act) which are in working order,\nbilling accuracy.",
