  "text": "The Treasury must take such steps as they consider appropriate to cooperate with any domestic or international investigation relating to the funds, economic resources or financial transactions of—\n(a) a person who commits, attempts to commit, participates in or facilitates the commission of acts of terrorism;\n(b) a designated person;\n(c) a person owned or controlled, directly or indirectly, by a person referred to in sub-paragraph (a) or (b); and\n(d) a person acting on behalf or at the direction of a person referred to in sub-paragraph (a) or (b).",
