  "text": "(1) The Welsh Ministers must publish a statement setting out how they propose to exercise their powers under section 70.\n(2) The Welsh Ministers—\n(a) must keep the statement under review;\n(b) may revise it.\n(3) Before publishing the statement or a revised statement, the Welsh Ministers must consult such persons as they consider appropriate.\n(4) As soon as possible after publishing the statement or revised statement, the Welsh Ministers must lay a copy of it before Senedd Cymru.",
