  "text": "In appointing the trustees the Secretary of State shall have regard to the desirability of securing the services of persons with knowledge and experience of—\n(a) the ownership of theatres;\n(b) the production of plays;\n(c) employment in, or in connection with, plays;\n(d) organisations established for the encouragement of the arts;\n(e) local government;\n(f) planning;\n(g) commercial or financial matters; or\n(h) safeguarding the interests of the environment.",
