  "text": "The following authorities shall be the licensing authorities for the purposes of this Part of this Act:—\n(a) as respects England and Wales, the Secretary of State;\n(b) as respects Scotland, the Secretary of State;\n(c) as respects Northern Ireland, the Minister of Health and Local Government for Northern Ireland.",
