  "text": "(This note is not part of the Order)\nThis Order amends the Third Country Fishing (Enforcement) Order 1997 (“the principal Order”), which provides for the enforcement of certain of the enforceable Community restrictions and other obligations relating to sea fishing set out in Council Regulation (EC) No. 391/97 and Council Regulation (EC) No. 393/97 (“the Community Regulations”). The Community Regulations authorise fishing by vessels of Norway and the Faroe Islands for specified descriptions of fish in certain specified areas within member States' fishery limits in 1997. The Order makes certain amendments to the Schedule to the principal Order in consequence of changes to the Community Regulations which provide for vessels from these two countries to fish for herring in ICES division IIA.",
