  "text": "(1) No stage of the authorised development must commence until for that stage there has been submitted to and approved in writing by (and deposited with) the relevant planning authority, in consultation with the Environment Agency and the relevant internal drainage board, a scheme for the mitigation of flood risk during the construction and operation of the authorised development prepared in accordance with the flood risk assessment included in the environmental statement, the flood risk assessment addendum and the outline construction environmental management plan.\n(2) The approved scheme must be implemented fully and adhered to during the construction and operation of the relevant stage of the authorised development.",
