  "text": "Urban Development, England\nMade 2nd April 2012\nComing into force 3rd April 2012\nThe Secretary of State makes the following Order in exercise of the powers conferred by section 166 of the Local Government, Planning and Land Act 1980.\nIn accordance with section 166(2) of that Act the Secretary of State has consulted Thurrock Borough Council (being the local authority in whose area the relevant urban development area is situated).",

Section 166 was amended by section 180 of the Leasehold Reform, Housing and Urban Development Act 1993 (c. 28), section 143(5) of the Housing, Grants and Reconstruction Act 2008 (c. 53) and S.I. 1998/85. The functions of the Secretary of State under section 166 are now exercisable by the Welsh Ministers so far as they are exercisable in relation to Wales. They were previously transferred to the National Assembly for Wales by the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672), article 2; see the entry in Schedule 1 for the Local Government, Planning and Land Act 1980. By virtue of paragraphs 30 and 32 of Schedule 11 to the Government of Wales Act 2006 (c. 32) they were transferred to the Welsh Ministers."
