  "text": "(1) No part of the authorised development can commence until a construction worker travel plan for that part has been submitted to and approved by the relevant planning authority in consultation with the highway authority, Highways England, Network Rail and Port of Tilbury London Limited.\n(2) The construction worker travel plan must be substantially in accordance with the outline construction worker travel plan.\n(3) Construction works for the authorised development must be carried out in accordance with the approved construction worker travel plan for that part.",
