  "text": "In this Schedule—\n“discharge” means any consent, agreement or approval required by—\n(a) a requirement;\n(b) a document referred to by a requirement; or\n(c) a document that has been approved pursuant to a requirement;\n“requirement consultee” means any body or authority named in a requirement as a body to be consulted by the relevant planning authority in discharging that requirement; and\n“start date” means the date of the notification given by the Secretary of State under paragraph 4(2)(c).",
