  "text": "In regulation 6 (Calculation of area payments — element 1), after paragraph (3), there shall be inserted the following paragraph—\n“(4) After undertaking the basic calculation in accordance with Part A of the Schedule to these Regulations, the National Assembly may, if it thinks fit, increase the amount so calculated by a percentage that it may determine provided that the same percentage increase is applied in respect of each claimant.”.",
