  "heading": "Enforcement authorities",
  "text": "(1) It is the duty of an enforcement authority to enforce within its area the provisions of this Part.\n(2) In this Part “enforcement authority” means—\n(a) in relation to England and Wales, local weights and measures authorities,\n(b) in relation to Scotland, local weights and measures authorities, and\n(c) in relation to Northern Ireland, district councils.",
