  "heading": "Crown application",
  "text": "(1) This Part and regulations made under it bind the Crown.\n(2) Nothing in this Part or regulations made under it makes the Crown criminally liable.\n(3) The High Court in England and Wales or Northern Ireland, or the Court of Session in Scotland, may declare unlawful any act or omission for which the Crown would be criminally liable if it were not for subsection (2).\n(4) The power of the Court of Session to make a declaration under subsection (3) may only be made on an application by—\n(a) the Scottish Ministers, or\n(b) a local weights and measures authority in Scotland.\n(5) Subsection (2) does not affect the criminal liability of persons in the service of the Crown.",
