  "text": "(1) The Secretary of State may direct that, in relation to cases of a particular description or a particular case, the duty imposed by section 32(1) on a relevant enforcement authority in England is to be discharged by the Secretary of State and not by the authority.\n(2) The Welsh Ministers may direct that, in relation to cases of a particular description or a particular case, the duty imposed by section 32(1) on a local weights and measures authority in Wales is to be discharged by the Welsh Ministers and not by the authority.",
