  "text": "(This note is not part of the Regulations)\nThese Regulations come into force on 1 August 2003.\nThey amend the Tobacco Products Regulations 2001 (S.I. 2001/1712) by making provision for the meaning of the terms “cigarettes”, “hand-rolling tobacco”, and “chewing tobacco”. The provision that formerly defined the latter term is removed.",
