  "text": "There shall be defrayed out of moneys provided by Parliament—\n(a) any sums required for the payment of grants under section 98 above;\n(b) any other expenses of a Minister under this Act; and\n(c) any increase attributable to the provisions of this Act in the sums payable out of moneys so provided under any other enactment.",
