  "text": "(1) This Chapter applies only to—\n(a) the area of any local planning authority in England outside Greater London and the metropolitan counties; and\n(b) any part of a National Park in a metropolitan county in England.\n(2) Subsection (1) is subject to the transitional provisions in—\n(a) Schedule 2; and\n(b) Part III of Schedule 5 to the Local Government (Wales) Act 1994.",
