  "text": "(1) A process may be initiated by or on behalf of a qualifying group for the purpose of requiring the Secretary of State to make a street vote development order.\n(2) A “street vote development order” is an order which grants planning permission in relation to a particular street area specified in the order—\n(a) for development specified in the order, or\n(b) for development of any description or class specified in the order.",
