  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Town and Country Planning General Regulations 1992.\nThe effect of the amendment is that a grant of planning permission for development which falls within regulation 3 of those Regulations (other than development of any land by an interested planning authority or by an interested planning authority jointly with another person specified in the planning application) enures for the benefit of the land and of all persons for the time being interested in it.",
