  "heading": "Notice of reference of applications to the Secretary of State",
  "text": "On referring any application to the Secretary of State under section 77 of the Act (reference of applications to Secretary of State) pursuant to a direction in that behalf, a local planning authority shall serve on the applicant a notice—\n(a) setting out the terms of the direction and any reasons given by the Secretary of State for issuing it;\n(b) stating that the application has been referred to the Secretary of State; and\n(c) containing a statement that the Secretary of State will, if the applicant so desires, afford to him an opportunity of appearing before and being heard by a person appointed by the Secretary of State for the purpose, and that the decision of the Secretary of State on the application will be final.",
