  "text": "(1) In article 23 (time periods for decision),\n(a) in paragraph (4)—\n(i) omit “Subject to paragraph (5),”;\n(b) in sub-paragraph (b) of paragraph (4)—\n(i) at the end of paragraph (i), omit “or”;\n(ii) at the end of paragraph (ii), omit the comma and insert “; or”; and\n(iii) after paragraph (ii), insert—\n“(iii) an infrastructure manager under article 14A,”.\n(2) omit paragraph (5).",
