  "text": "The TRA must pay, or make provision for paying, to or in respect of a person who is or has been the chief executive—\n(a) such sums in respect of pension, allowances, expenses and gratuities as the Secretary of State may determine, or\n(b) following appointment of the first Chair, such sums in respect of pension, allowances, expenses and gratuities as the Chair may determine with the approval of the Secretary of State.",
