  "text": "A goods graduation notice must specify—\n(a) the fact that the SP rate is to be suspended on SP imports;\n(b) the chapters and SP country, or SP countries, to which the suspension applies;\n(c) the day on which the suspension of the SP rate begins;\n(d) the day on which the suspension ends and the fact the period of suspension may be extended by a further notice;\n(e) that the goods graduation ground applies.",
