  "text": "And be it further enacted by the Authority aforesaid That every Master or Owner of any Fishing Ship going to Newfoundland (after the said Twenty fifth Day of March) shall have in his Ships Company every Fifth Man a green Man (that is to say) not a Seaman or having been ever at Sea before",
