  "text": "Road Traffic, England\nMade 25th January 2021\nLaid before Parliament 28th January 2021\nComing into force 19th February 2021\nThe Secretary of State, as the relevant authority, makes these Regulations in exercise of the powers conferred by section 64(1), (2), (3) and (5) of the Road Traffic Regulation Act 1984 (“the 1984 Act”).\nIn accordance with section 134(2) of the 1984 Act, the Secretary of State has consulted with such representative organisations as he thought fit.\nIn respect of the exercise of powers under section 64 of the 1984 Act the Secretary of State has, in accordance with section 134(3A) and (3B), consulted with the Welsh Ministers and Scottish Ministers.",
